The Information Technology Department of the City of Salem is soliciting bids to provide design and installation services for security systems, including door access controls and surveillance systems. The bidder must be able to supply all aspects of the requested security systems, including hardware, software, and services. Bids must be submitted on the furnished bid forms and delivered electronically via Equity Hub's Bid Locker. Bid security in the amount of 10 percent of the bid must accompany each bid. The City of Salem reserves the right to reject any or all bids, to waive informalities, and to postpone the award of the contract for thirty days. Bidders must comply with all applicable requirements of federal, state, and local civil rights and rehabilitation statutes, rules, and regulations. For bids exceeding $50,000, prevailing wage rates apply. Performance and payment bonds are not required for this contract. The City has multiple locations through Salem and Keizer, Oregon where work may need to be performed. SCOPE OF REQUESTED SERVICES The City of Salem is seeking bids from licensed and bonded low-voltage contractors for installation of physical security systems, specifically: o Video surveillance cameras and associated management, recording, and retrieval systems o Intrusion detection/prevention and associated alarming, notification, and management systems including Lenel and Milestone software. All bidders must be a Lenel Value Added reseller (VAR) and Milestone Platinum Certified reseller. o Physical access control management systems o Category 6A and fiber optic backbone for the associated security systems o Telecommunications cabinets, racks, ladder tray, patch panels, outlets, and wire management for the associated security systems o Category 6A and fiber optics patch cords and other connections for the associated security systems o Grounding and bonding of all metallic components involved in the associated security systems o Labor required for activities from site preparation through completion for the security systems o Permits, inspections and signoff to satisfy the relevant Authority Having Jurisdiction o All expendable goods and supplies for the associated security systems o Rental or lease of required tools or test equipment to satisfy the specifications Testing and certification of installed cabling and physical security systems described herein Inquiries concerning the contents of the bid specifications should be directed to Rachael Hostetler, Contract Administrator, phone: 503-588-6153 or email rhostetler@cityofsalem.net
