Renovation of a power facility in Bienfait, Saskatchewan. Conceptual plans call for the renovation of a power facility.
SaskPower's Coal Life Extension is a multi-year, multi-unit full refurbishment project for all 7 of all existing coal fired generating units. Five of the units are based in the Estevan region at the Shand and Boundary Dam Power Stations. The remaining 2 units are in the Coronach region at the Poplar River Power Station. SaskPower is currently finishing the condition assessments to inform the overall scope of the refurbishments. The delivery project will undertake one unit refurbishment per year starting in 2030 and continuing until all units have been life-extended. TIMELINE: An Advance Notice has been issued to notify the industry of Saskpower's intention to initiate competitive solicitation for Engineering, Procurement and Contract Management (EPCM) this project. The EPCM scope includes creating detailed design and execution planning for each unit, undertaking key procurements to support the refurbishment, and responsibility for overall construction management and coordination of all contracts on site, including but not limited to the General Contractor, primary boiler contract, and Original Equipment Manufacturer technical field support personnel. The intention is to issue an RFSQ in the second quarter of 2026 to qualify respondents to participate in a subsequent RFP process in the third quarter. The Powerhouse EPCM and General Contractor will be separate procurements, each with its own process and documentation. This notice provides proponents lead time before the competition opens to prepare and assemble a proposal team. SaskPower intends, at its discretion, to issue a separate Advance Notice for the Coal Life Extension Powerhouse General Contractor (GC) procurement in the second quarter (Q2) of 2026. *This notice is provided to share certain details that reflect SaskPower's present intentions related to this project. *Project cost to be confirmed.
