The City of Santa Monica, (referred to hereafter as "the City") is inviting Proposals from qualified persons or firms interested in as-needed professional consulting services around strategic urban planning, urban design, and architecture; real estate advisory and financial analysis; and economic development services. This Request for Proposals (RFP) is organized into three scopes of work and qualified persons or firms may propose for one, two, or all three scopes. Question Submission Deadline:April 2, 2026, 3:00pm Questions must be submitted online in the "Q&A" tab. The City will only accept or respond to questions submitted through the online vendor portal. Question Response Deadline:April 8, 2026, 3:00pm The City is inviting proposals from qualified persons or firms for a firm-fixed contract for an initial term of three (3) years, with two (2) options for renewal of one (1) year each, to be exercised at the City's sole discretion. The City is seeking experienced individuals and firms (consultants) to provide as-needed consulting services for the following one, two, or all three scopes of work: 1. Strategic planning, urban design, and architectural services 2. Real Estate Advisory 3. Public Land & Land Strategy Consultants engaged under these contracts will serve as trusted advisors and technical resources to supplement internal capacity, working collaboratively with City staff and other subject matter experts, and bringing forward fresh thinking drawn from peer cities, professional experience, and market insights. Respondents may submit proposals for one or any combination of the three scopes based on their expertise. The City will use submissions to establish a list of qualified, as-needed consultants, for each scope; individual projects will be defined at the time of assignment in coordination with City staff. The City is not seeking team responses or expertise across all aspects of each scope. The projects for all tasks listed under each scope represent the types of projects most likely to be requested, but other projects may be requested, as needed. Minimum Hours: A. City will pay only for the hours of service received B. City does not guarantee any minimum number of hours or assignments
