The Washington State Department of Transportation (WSDOT) is seeking quotes for Hot Mix Asphalt products (HMA) Class 3/8 in. & ½ in Asphalt with no recycled pavement material (RPM) added, to be supplied for use in the Walla Walla and Columbia County area for a term from April 6, 2026 until December 31, 2026, as weather and funding allow. The plant must be located within 30 miles of specified WSDOT locations, with WSDOT picking up at the plant location. Estimated requirement is 1000 tons of HMA product, though actual quantity may vary. The estimated value is $150,000 or less, and the contract will be awarded to the lowest responsive and responsible bid from a Washington State small business, diverse or veteran-owned business, unless none are responsible and responsive to the solicitation. Instructions to bidders: Bids must be submitted via email as PDF, Microsoft Word, or Microsoft Excel formats, with the RFQ number, bid due date and time, procurement coordinator’s name, and company information included. Required bid submittals include: Signature on the Bidder Certification & Contract Signature Page, Price Sheet, Technical Specifications, and Contractors Certification Executive Order 18-03 – Workers’ Rights Appendix. Each submittal must be clearly identified with the company name or other identifiable mark. Material deviations from the technical specifications or failure to submit required documents may result in rejection of the bid.
