To provide its residents, businesses, and region with solid waste service, the City of Pittsburg has two long-term agreements for solid waste collection and hauling, and operation of a Recycling Center and Transfer Station (RCTS). The City is soliciting proposals for solid waste consulting services to manage the 2027 rate and fee setting processes for these services, modernize and clarify its existing solid waste and operating agreements, and manage various internal solid waste programs while ensuring compliance with California law, financial accountability, and public transparency. Key objectives include ensuring agreements comply with applicable State laws, analyzing proposed rate and fee adjustment requests for solid waste collection, auditing financial records of the contractor, reviewing franchise fees, strengthening operational, reporting, and performance standards, and supporting City Council and public understanding through meetings and presentations. Other objectives include assistance with enforcement, public education and outreach, grant application and administration, compliance reporting, and development and implementation of ordinances and programs to comply with State law. The consultant is expected to be proactive, utilize best practices, comply with City policies and ordinances, ensure compliance with State law, and minimize financial, health, and safety impacts on residents and businesses. Scope of services: A. Assist with amendment and restatement of the Agreements, recommend industry-evolved provisions, ensure regulatory compliance, update reporting and outreach requirements, and clarify rate-setting and audit provisions. B. Conduct a financial audit examining revenues, costs, and compliance between Fiscal Years 2020-2021 and 2025-2026. C. Review, analyze, and seek City Council approval of proposed base rate increases for collection and hauling services. D. Review, analyze, and seek City Council approval of proposed RCTS fees. E. Conduct franchise fee review for compliance with applicable requirements. Instructions to bidders: Proposal submittal shall include a maximum of 25 sheets of paper printed double-sided, including cover letter and resumes. The cover page, table of contents, tab dividers, cost proposal, schedule, and agreement comments are excluded from this count. Submit one electronic (PDF) copy and three bound copies, printed on a minimum of 30% Post Consumer Content recycled paper. Proposals must be received and date stamped by a designated City employee no later than 4:00 PM on the due date at the City of Pittsburg, marked as “Proposal for Professional Solid Waste Consulting Services.” All proposals shall be delivered/mailed to the address provided, attention to the designated contact.
