The work consists of residential cleaning services at HUD-owned properties under the Section 8 Housing Choice Voucher and/or Affordable Housing Program. Services include general HUD compliance cleaning, move-out/turnover cleaning, and post-construction/renovation cleanup to ensure properties are inspection-ready per Housing Quality Standards (HQS), 24 CFR Part 982, and Uniform Physical Condition Standards (UPCS), 24 CFR Part 5. The contractor must provide all labor, materials, supplies, and equipment necessary and perform services in compliance with HUD, PHA, OSHA, federal, state, and local regulations. Tasks include interior cleaning (living areas, bathrooms, kitchens; floors; walls; windows; fixtures; kitchen and bathrooms; removal of trash and debris), exterior cleaning (porches, entryways, walkways; debris and trash removal), move-out/turnover deep cleaning, and post-construction/renovation cleanup (removal of dust, debris, construction residue, preparation for inspection and occupancy). Deliverables include meeting inspection standards, a completed cleaning checklist, and before-and-after documentation. Work must be completed within ten calendar days of assignment, with move-out and post-construction cleaning done within fourteen days. All work is subject to inspection. The City reserves the right to revise the scope to meet operational needs. Offerors must familiarize themselves with the scope, submit responses to all sections, and provide all requested supporting documentation, including listing subcontractors and describing their qualifications.
