The City of Lancaster, PA seeks competitive bids from PennDOT pre-qualified (prime or sub) contractors to perform a double application chip seal followed by a quick set fog seal at various locations throughout the City as specified. The successful proposer must comply with all applicable laws protecting individuals from discrimination. The City will determine the lowest responsible bidder based on the bids submitted, considering quality of services supplied, responsiveness, past performance, compatibility with other City services, and the ability to handle the proposed volume of work. Contractor integrity, compliance with public policy, record of past performance, and financial and technical resources will also be considered as set forth in Article 3 of the Instructions to Bidders. The successful bidder must be PennDOT pre-qualified and meet all qualifications as specified in Article 4 of the Instructions to Bidders. The City reserves the right to reject any or all bids and re-advertise if it serves the best interest of the City, as well as to waive technical defects or informalities and reject incomplete, conditional, or irregular bids.
