Site work for a water / sewer project in Lancaster, Pennsylvania. Completed plans call for site work for a water / sewer project.

The City of Lancaster, PA is seeking competitive bids for the installation of a 42" finished Water Transmission Main from the Susquehanna Water Treatment Plant to the Oyster Point Reservoir, which involves approximately 15,520 linear feet of large diameter piping. The work under this contract generally consists of installing about 15,250 linear feet of 42-inch ductile iron cement lined transmission, seven blow off fire hydrants, three 42" air-release valves, thirteen 42-inch valves, four stream crossings, and related water fittings. The contractor is responsible for installing, testing, disinfecting, securing, and restoring the proposed lines and fittings as shown on the drawings, bringing areas back to pre-construction conditions. Materials such as pipes, valves, and appurtenances will be provided by the City. Project generally consists of the construction of approximately 12,400 LF of DICL 42" transmission main, six (6) blow-off fire hydrants, four (4) 42" air-release valves, seven (7) 42" butterfly valves, one (1) stream crossing, 1,525 LF of 8" DICL transmission main, 440 LF of steel casing pipe, various fittings. The successful bidder must comply with all applicable laws concerning discrimination and minimum wage requirements, as well as the Steel Products Procurement Act and federal/state laws mentioned in the Instructions to Bidders. The contract is funded in part by Commonwealth Financing Authority grant and federal funds via PENNVEST, with requirements such as "Build America, Buy America" mandating that iron, steel, manufactured products, and construction materials used must be made in the United States. The City will select the lowest responsible bidder based not just on price but also on service quality, bidder responsiveness, past performance, compatibility, and ability to handle the work volume, as well as contractor integrity, compliance, and financial/technical resources. The City reserves the right to reject any bid that does not meet satisfactory qualifications and may waive informalities or technical defects when in the City's interest. The City may reject any or all bids as deemed necessary. Additional instructions on the selection process and requirements are detailed in the Instructions to Bidders.
