The City is seeking competitive bids to procure materials (pipes, valves, and appurtenances) for installing a large diameter transmission main for both raw and treated water. The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination. The City will determine who is the lowest responsible bidder based on the bids submitted. Consideration will be given to the quality of services supplied, responsiveness of the bidder, past performance, compatibility with other City services, and the bidder's ability to handle the volume of work proposed. Further consideration will be given to contractor integrity, compliance with public policy, past performance, and financial and technical resources as set forth in Article 4 of the Instructions to Bidders. The City reserves the right to reject any or all bids, waive technical defects, waive informalities, or reject bids deemed incomplete, conditional, obscure, or with irregularities of any kind.
