This project involves the construction of bank stabilization on the Little Calumet River at four project site locations. The project also includes the construction of a new boat ramp along the Little Calumet River. The project bid includes fencing, planting of selected native vegetation, general grading, erosion control, restoration and seeding, and all other required work. The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the construction of the facilities. All Contractors or Sub-Contractors awarded work in excess of $300,000 must be on the Indiana Department of Administration pre-qualified list. Each bid must be enclosed in a sealed envelope bearing the title of the Project, the name and address of Bidder, and the Division of work. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications and shall be accompanied by a certified check or acceptable bidder's bond not less than five percent (5%) of the total amount of the highest aggregate bid. Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, executed by an acceptable surety company, will be required in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. Bids shall include all information requested by Indiana Form 96 (Revised 2013) and must be properly and completely executed. Under Section III of Form 96, the Bidder shall submit a financial statement. The Bidder is also required to submit a written plan for an employee drug testing program compliant with IC 4-13-18-5 and IC 4-13-18-6. Wage rates on the project shall not be less than the Federal wage scale published by the U.S. Department of Labor. Each Bidder is responsible for inspecting the Project site(s) and for being thoroughly familiar with the Contract Documents and Specifications. The Owner reserves the right to reject any bid, or all bids, or to accept any bid or combination of bids, and to waive any informalities in bidding. Award will be made to the low, responsive, responsible bidder.
