(3%) DVBE In addition, the Department has set a 25 percent Small Business Enterprise (SBE) participation goal in its contracting and is tracking Small Business participation in its contracts. The work involves the full pipe penetration replacement at four sites within Levee District 1 as part of the Deferred Maintenance Program for State Plan of Flood Control facilities. Principal features of the project include selective demolition of existing corrugated metal pipe, flap gates, slide gates, headwalls, wingwalls, risers, concrete slab, shotcrete, gate, gravel road, and subgrade materials; earthwork including excavation, levee embankment fill, earthwork testing, gravel filter material, rock slope protection, temporary turnaround ramps, and temporary cofferdam; dewatering and bypass pipes; furnishing and installing reinforced concrete pipe; furnishing and installing flap gates, slide gates, concrete risers, headwalls, wingwalls, concrete slab, and concrete rock slope protection; furnishing and placing aggregate base; furnishing and placing flowable concrete in the abandoned CMP and at specified locations; miscellaneous metalwork; furnishing and placing seedings and erosion control; and hazardous material and waste removal, handling, and disposal. Bids must be submitted for all work required. Requests for drawings and specifications must be submitted by email, and questions or requests for clarification must be submitted at least five days before the scheduled opening of bids. Only prequalified bidders will be considered, and bid forms are provided only to those meeting prequalification requirements. Site inspection trip details are provided in a separate notice. Participation by Disabled Veteran Business Enterprises and Small Business Enterprises is encouraged, with a 25 percent Small Business Enterprise participation goal. Requests for brand or trade name alternatives must be submitted in writing at least fourteen days before bid opening, with supporting data to establish equivalency. The successful bidder may substitute securities for any moneys withheld by the Department. Department of Industrial Relations registration and prevailing wage monitoring and enforcement applies. Pre-qualification requirements: All bidders must be prequalified by the Department. Bid forms will be furnished only to prequalified bidders who meet the requirements of the State Contract Act and specified prequalification criteria. The Estimated Cost Range : $1,600,000 - $2,100,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
