Sealed bids will be received for the 2026 CDBG Street Rehabilitation project (CDBG NO. 2506-002). The proposed project consists of excavation; hot-mix asphalt surface removal; preparation and patching of existing aggregate base; construction of hot-mix asphalt surface and binder courses; sidewalk, driveway, and curb and gutter removal and replacement; structure adjustments; restoration; striping; and all appurtenant construction. All proposals must be submitted on the forms provided. Contractors shall be required to furnish a Performance Bond equal to one hundred percent (100%) of the contract amount, a Bid Bond, Cash, or Certified Check for not less than five percent (5%) of the total proposal amount, and sufficient insurance or guaranty of indemnity to the City of Burbank against any and all claims which might arise for damages to persons or property due to the negligence of the Contractor or Subcontractor(s), or their officers, agents, or servants during the construction of the improvement until it has been finally accepted. No bid may be withdrawn after the opening of proposals without the consent of the Mayor and the City Council for a period of forty-five (45) days after the scheduled closing time for bids. The right to reject any and all proposals or bids is reserved. Each Bidder is required to comply with all applicable federal requirements, including prevailing wage rates and equal employment opportunity, anti-kickback regulations, and "Section 3" compliance requiring affirmative action by the Contractor to train and hire residents of the project area and to subcontract with local small businesses.
