Site work for a mixed-use development in Milwaukee, Wisconsin. Completed plans call for site work for a sidewalk / parking lot and transportation facility.
This project provides for the rehabilitation of Saver Lot A, a parking lot of approximately 58,000 square yards in surface area, and associated improvements. The work includes asphalt pavement removal, aggregate base rehabilitation, concrete curb and gutter replacement, asphalt pavement construction, pavement marking, signage, erosion control, and turf establishment. All bids must be submitted online through the Bid Express internet Bidding System. Bidders must meet the minimum software requirements for the bidding website and be able to view, enter, scan, and upload PDF files to submit a bid. A 10 percent bid bond or certified check is required with the bid. Bidders shall submit a completed contractor qualification statement not less than five calendar days prior to the bid due date; this qualification statement is valid for three years from the date accepted. Bidders must submit a completed Subcontractor-Supplier Information Entry with the bid; failure to do so may result in rejection as non-responsive. All required TBE-14 forms must be completed and signed by the prime and submitted as indicated in the invitation to bid. The Targeted Business Enterprise (TBE) participation goal for this project is 15.67 percent. Bidders must comply with the "Notice of Requirements for Affirmative Action to Ensure Equal Employment Opportunity" (Executive Order 11246) as contained in the bid documents. Contractors must employ a minimum of 50% of the contract labor force with employees residing in Milwaukee County, with documentation provided via LCPtracker Labor Compliance software. The base bid shall remain open for acceptance for a period of 60 days after the bid due date. The low responsive, responsible bidder will be recommended for contract award. The owner reserves the right to reject any bid, to waive informalities in the bid, or to accept any bid which is in the best interest of the owner. The Target Enterprise participation goal for this project is 15.67% Architect/Engineer shall receive requests for clarification or interpretation of Bidding Documents in writing at least seven days before Bid Due Date time.
