The Municipality is seeking to enter into an Operating Service Agreement with an entity capable of supporting the remediation of homeless encampments on municipally owned lands. The successful proponent should be able to respond when activated by the Municipality’s designate upon identification of an encampment for removal and support. The proponent will collaborate with the Municipality to determine the requirements for site removal, including necessary equipment, the level of hazard, and methods for handling and disposal. Additionally, the proponent will assist the Municipality in communicating with encampment residents regarding the remediation process. It is important for the solution to be compassionate toward individuals living unhoused while meeting the Municipality’s objectives to mitigate hazards. The draft Form of Agreement in Appendix A will serve as the starting point for negotiations.
