The City of Homer, Alaska is requesting proposals from qualified trail design professionals and engineering firms for the design of the Woodard Canyon Trail Project. All proposers must submit a City of Homer Plan Holders Registration Form separate from their proposal to be on the Plan Holder's List and receive communication about the Request for Proposals. Proposals must be sealed and delivered or mailed to the City Clerk's Office by the established deadline. Proposals received after the due date and time will be rejected. It is the responsibility of the proposer to ensure the proposal is received at the specified location and time. The City of Homer reserves the right to accept or reject any or all proposals, to waive irregularities or informalities in the proposals, and to award a contract to the proposer that best meets the selection criteria and the City's needs. The project consists of furnishing all labor, materials, equipment, tools, supervision, and other facilities necessary for the Planning and Design Phase of a proposed looped trail. The proposed trail utilizes an existing primitive roadbed previously constructed as well as a looped return route. The attached figure provides a "conceptual vision" for the looped trail system but is not intended to suggest the looped trail route. The trail design team shall use this concept as a basis for understanding the intent of the project but shall use their own professional skills and experience to fit a scenic and tranquil trail to the property's topography, geology, and environmental conditions. The design plans, specifications, and construction cost estimates should be developed so that they can be broken into two separate phases of construction so that, if necessary, one trail segment can be constructed while waiting for available funding to construct the second trail segment. The first phase trail segment shall be constructed using the existing primitive road cut from the Karen Hornaday Park Campground Host Site to the northern property line, shown in blue in the attached Conceptual Figure. The second phase trail segment shall be the return trail shown in green in the attached Conceptual Figure. The objective is to provide a connected loop trail in accordance with the Trail DCM that emphasizes the scenic views and natural beauty of the environment without compromising slope stability and protecting the natural environment. The deliverables are intended to include providing 100% complete bid ready plans, specifications and engineer's estimate for the two trail segment phases as follows: Preliminary Trail Design Preliminary Trail Design will include completion of Submittals as defined in the Trail DCM for the proposed Woodard Canyon Trail which is a looped trail above Karen Hornaday Park. Work shall include: o A public involvement pre-design meeting to listen to input from local trail advocates, City Council, and City staff. o A pre-design reconnaissance site visit to visually see the landscape and walk the route before October 2026, in order to visually observe the landscape without vegetative growth obscuring visibility of natural features and locations where water is flowing across the land surface or groundwater is venting to the ground surface. o Design field survey to collect topographical information related to the site for use in determining the best trail routing, engineering controls to ensure slope stability, engineering controls to define drainage protection features and erosion mitigation and drainage crossings. o Geotechnical soils evaluation of the existing primitive road cut portion of the trail as well as the proposed looped return route of trail, including the uphill and adjacent slopes to the road cut that will be utilized for the trail. Evaluation of groundwater seepage and steep slopes as defined in Homer City Code shall also be included in the evaluation. o Designing any slope improvements and slope stability improvements necessary to stabilize the slopes associated with and adjacent to the existing primitive road cut.
