Renovation of a municipal facility in West Palm Beach, Florida. Completed plans call for the renovation of a municipal facility.

The work consists of replacing the roof, HVAC equipment, and upgrading the electrical service. Only quotes/bids received from qualified contractors will be considered. All conditions and requirements for quote/bid submission, consideration, and award including SBE requirements and bonding requirements are detailed in the Invitation for Quote/Bid, which can be obtained by contacting the appropriate email or phone, or downloaded from the County's online Vendor Self-Service system. Bidders are required to attend a mandatory pre-bid meeting at the specified location. Contractors must be qualified under the annual contract, and qualification applications must be submitted at least 10 days before the quote/bid due date for consideration. Palm Beach County reserves the right to waive any bid irregularities, informalities, or technical deficiencies and to reject any and all quotes/bids. To replace the roof, HVAC equipment and upgrade the electrical service per the project requirements provided below: see exhibits "2" and "3". ROOFING: a. Remove existing roof system including, but not limited to, the following: gravel, cap sheet, membrane layers, insulation board, flashing (membrane & metal), vent flashing, goose necks, and scuppers. b. Furnish and install an SBS Torch Applied Roof System to match the existing roof including, but not limited to, the following: i. Fiberglass reinforced SBS base sheet, mid-ply and cap sheet, ii. Fully adhered 1/4" tapered polyisocyanurate insulation with a minimum thickness of 1.5", sloped from the center ridge to the roof perimeter, iii. Cant strips where required to ensure proper drainage, iv. Install one (1) layer of 1/2 -inch light-weight cement board over polyisocyanurate tapered insulation, v. Manufactured approved flashing at all roof penetrations, walls and roof edges. vi. See Johns Manville SBS Modified Bitumen Specifications, Exhibit "4". c. Drainage: Installation of the tapered polyisocyanurate insulation and roof membrane must result in the roof draining freely as to remove water promptly and completely. Areas with ponding water will not be accepted. d. Existing Roof Deck: Contractor to inspect existing roof deck and advise owner of damaged or defective substrate, roof vents, or other unacceptable/deficient conditions prior to proceeding with the new roof installation. e. Include cants at roof/wall intersections and equipment curbs. f. Include pressure treated wood blocking in accordance with the manufacturer's approved details. g. Include walk pads around all new roof top equipment, & to roof top access ladders or stair tower. h. Remove & replace all exhaust vents, stacks, and goose necks. i. Metal flashing shall be minimum 24-gauge, copper. j. All work to be in full compliance with the Florida Building Code and manufacturer's written requirements. k. The Contractor is responsible for disconnecting and re-connecting all electrical and drains lines required to complete the roof replacement in accordance with local and state building codes. l. If necessary, furnish and install temporary weather protection to prevent water infiltration during construction. m. Contractor to remove from site and properly dispose of the demolished materials. HVAC/MECHANICAL: a. Provide all Mechanical Work shown on Exhibit "2". b. Provide all Mechanical Work required to facilitate the Roof replacement Work described above, included below, and shown on Exhibit "2". c. Remove the existing Roof Top Units (RTUs), Condensing Unit (CU), Air Handling unit (AHU-1) and Wall Mounted Air Conditioning Unit as shown including, but not limited to, the following: i. Equipment curbs/supports, ii. Ductwork, iii. Electrical power and control conduit and wiring iv. Condensate piping. d. Install two (2) new Roof Top Units (RTU), roof top Condensing Unit (CU) and Air Handling Unit (AHU) as shown including, but not limited to, the following: i. Demo existing roof hatches. ii. Include new roof curbs. iii. Include insulated condensate drain with traps as shown. e. Decommission, remove and properly dispose of all mechanical equipment and refrigerants in accordance with Federal, State and Local requirements. f. Furnish & install new condensate lines as shown. g. Include new AHU base frames and neoprene pads as shown. h. Furnish & install new wall louver where previous A/C wall unit was removed. i. Furnish & install new mechanical ductwork where shown and/or required to provide a fully operational installation. j. Install new Stainless-Steel pan and safety float switches at new Air Handling Unit. k. Ensure all drain lines are clear and operational. l. All new penetrations shall be sealed and patched to meet code requirements. m. Where insulation is exposed outside, it shall be painted with two coats of paint, containing Ultraviolet (UV) inhibitors, and in accordance with the insulation manufacturers' recommendations. n. Provide and install new matching programmable thermostats as per County FMD specifications. o. Provide Neoprene isolation pads under AHU with internal isolators. p. Coat all coils with Heresite P-413 protective coating or Palm Beach County (PBC) approved equal. See product data in Exhibit "5". q. Add refrigerant line supports wherever needed to keep lines stable and off the roof surface. Supports shall be stainless steel slotted unistrut with matching bases. Fasteners and hardware shall be Stainless Steel to match. ELECTRICAL: a. Provide all Electrical Work shown on Exhibit "2". b. Include all Work required to facilitate the Roof replacement and Mechanical Work described above. c. Include the Panel Board modifications as shown. d. Include Duct Mounted Smoke Detectors as shown. e. Disconnect and remove all electrical service, disconnects, conduit, wiring, feeding the existing Roof Top equipment (RTU's and CU), AHU and A/C wall unit as shown. f. Furnish & install new electrical service, disconnects, conduit, wiring, and connections required to the new HVAC/Mechanical equipment (RTU's, CU and AHU-1). g. Include control conduit and wiring as shown. h. Include Fire Alarm Test: remove, reinstall, and re-test the fire alarm devices per Electronic Services & Security (ESS) specifications in Exhibit "2". All testing shall be completed with an ESS representative present. i. New equipment and existing disconnects shall be identified with new number labels. i. For example: RTU-1, RTU-2, AHU-1, CU-1 ii. Numbering shall be plastic engraved plates adhered to each unit in a visible spot. j. Electrical Panel Legend shall be updated to match the installation. k. The contractor is to update and reprogram the existing controls for the Building Automation System (BAS), supply and re-connection with BAC-net connection wiring, reprogram BAS, and test controls based on the new mechanical equipment. The upgraded BAS should be remote-capable. STRUCTURAL: a. Provide all Structural Work shown on Exhibit "2" including, but not limited to, the following. b. Modify wall opening where A/C wall unit was removed and new wall louver will be installed. i. Infill the existing ductwork wall openings as shown. ii. Include required metal framing, drywall, and stucco repairs. iii. Include stucco finish to match existing. c. Modify the roof structure as required for the new Roof Top Units (RTU) to include: i. Remove the existing roof hatches at the new RTU locations. ii. Modify the existing roof deck as required to accommodate the new RTU and ductwork. iii. Reinforce the steel bar joists as required to support the new opening and RTU loads.
