Proposals must be upon the forms furnished by the AVNCOG and be accompanied by a bid bond, in the amount of ten percent (10%) of the total bid made payable to the Allegheny Valley North Council of Governments. Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. The AVNCOG reserves the right to waive any informalities or to reject any or all proposals, for any reason whatsoever within ninety (90) days of the date of bid opening; provided, however, that the AVNCOG may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the AVNCOG has received all required approvals from other governmental agencies. All requests for interpretation must be received by the Engineer at least five (5) days before the date set for bid opening.
