Site work and new construction of a mixed-use development in Santa Cruz, California. Completed plans call for the construction of a 27,834-square-foot, 50-bed elderly care / assisted living facility.
The Owner's Representative will act as an extension of City staff for the Coral Street SUD (Substance Use Disorder) Navigation Center project. The scope of work includes overseeing the major components of the Navigation Center construction program and taking a hands-on supervision role in developing facility plans. Tasks are divided into two phases: RFP Questions and Clarification Due Date: April 14, 2026, 4:00pm Question Deadline Apr 14, 2026 at 4:00 PM Question submitted Electronically Phase 1: - Work with City staff to manage the Design-Bid-Build Team for the Navigation Center Project - Establish meetings with the design team - Oversee project timeline deliverables - Represent the City in managing the City's contract with the chosen construction contractor under the direction of City staff - Facilitate construction bid process with the City - Review and advise City staff regarding project documents, including design, plans, building specifications, and cost estimates - Work with Design-Bid-Build Team to develop and initiate a neighborhood outreach process focused on construction impacts - Facilitate outreach with service providers and facility programming - Review invoices for percentage of work completion to authorize the release of funds Phase 2: - Value engineering and constructability reviews - Construction management and oversight, including quality control - Conduct site inspections for funding release - Oversee overall project budgets and schedules - Oversee project timeline deliverables - Oversee project documentation, including prevailing wages - Manage utility connections and service delivery - Any other items identified by City staff related to the construction of the Navigation Center Project The successful proposer is required to provide all tools, equipment, materials, apparatus, facilities, labor, transportation, supervision, and management, not specifically provided by the City, to complete the work. Instructions to bidders include: - Proposals must be received by the deadline and contain all required forms, documentation, and signatures as instructed - Proposals must be submitted via the City's e-Procurement Portal - Proposers must clearly demonstrate their team's approach and consistency with the standards outlined - Proposals will be evaluated on responsiveness to requirements, qualifications, technical approach, cost proposal, and references - Proposers have the right to take exception to specifications or terms and conditions, but such exceptions may render the proposal non-responsive - Cost proposals must state all costs required to provide the services - All respondents must ensure proposals meet minimum qualifications specified, including relevant experience and technical ability - Proposals will become the property of the City and are subject to public disclosure The property has a total of approximately 27,835 square feet of land (APNs 008-171-24 and 008-171-25) and is located a half block west of River Street, northwest of Highway 1 within the City of Santa Cruz. It is adjacent to the Coral Street Campus, a City owned property under long term lease to the local nonprofit Housing Matters. The project addresses the need to add residential substance use disorder (SUD) treatment to the local continuum of care by providing 50 beds of SUD treatment with ASAM levels 3.1, 3.2WM, and 3.5.
