The work constitutes a Public Works by a Public Body under the Pennsylvania Prevailing Wage Act, requiring that prevailing minimum wage rates as set by the Pennsylvania Secretary of Labor be paid to workmen employed on this project. All bids shall remain irrevocable for sixty days after the bid opening unless award is delayed due to required approval of another government agency, the sale of bonds, or the award of a grant or grants; in such cases, bids shall be irrevocable for one hundred twenty days.
