Renovation of a detention facility in Irma, Wisconsin. Completed plans call for the renovation of a detention facility.
In general, the work consists of the replacement of all exterior window assemblies in five housing units with new security-grade energy-efficient units. Project work includes demolition and disposal of existing units, installation of new units, repairing or replacing interior and exterior finishes, and all associated trim, flashing and sealants. This work is located within a secure facility. All potential bidders must be certified by the Department of Administration before submitting bids on state construction projects over $100,000. Bids from non-certified contractors will be rejected. The project uses a single prime bidding and contracting process. The Division of Facilities Development (DFD) will publicly bid the mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first; within five days of the MEP bid opening, DFD will identify the lowest, qualified, responsible, certified bidder in each applicable MEP division, and these successful MEP bids must be included in all general prime contractor bids received. General prime contractor bids without the successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor, and this contractor will enter into subcontracts with the successful MEP bidders. If the project does not include any MEP work, one bid package will be provided for all work to general prime contractors. Sealed bids may be submitted via PDF through the eBuilder Bidding Portal (preferred), by US Mail or third-party delivery to the State of Wisconsin Administration Building, or by hand delivery to the designated drop box at the same address. The bidder is responsible for ensuring timely delivery. A single lump sum bid for all work will be received. Bid guarantee in the amount of 10% of the bid must accompany each bid submitted. Bidding documents are available as electronic files (PDF format) from the Division's Projects Bidding website. No deposit is required to obtain documents for bidding purposes.
