The project consists of excavating the northern bank of the Little Calumet River between Kennedy Avenue and the West Pedestrian Bridge in the City of Hammond, Indiana. Excavation and Dredging Bids must be properly and completely executed on the bid forms contained in the contract documents. All prime contractors, subcontractors, small, minority, disadvantaged, and/or women business enterprises and other interested parties are invited and encouraged to submit a bid. A pre-bid conference will be held at a time and place to be determined, and bidders are encouraged to attend. Written responses to relevant questions from the conference will be provided as an addendum. Oral statements are not binding. No bidder may withdraw their proposal within 90 days following the bid opening. The Commission reserves the right to retain all bids for up to 90 days, waive informalities, award the contract to any bidder, or reject all bids. Pre-Bid Meeting 04/09/2026 at 9:00 AM CT Work is to begin immediately upon Notice to Proceed and must be substantially completed within 60 calendar days and ready for final payment within 90 calendar days. Each bid must be accompanied by a certified or cashier's check or bid bond in an amount equal to 5 percent of the total bid price. Performance and payment bonds each for 100% of the contract price are required. Standard Form 96, which includes a non-collusion affidavit, is required. Each bidder must ensure non-discrimination in employment and conform with anti-discrimination provisions.
