Statements of qualifications and proposals are requested from engineering firms experienced in assisting local governments with preliminary engineering reports, final design, and construction administration of federally assisted projects. The selected firm should be able to provide a Preliminary Engineering Report (PER), final design, and construction administration services for projects using federal funds. Immediate plans call for assistance with a Preliminary Engineering Report, design services, and construction administration for a CDBG project for water and sewer infrastructure improvements, GEFA water and sewer infrastructure improvements, and engineering/design/construction administration services for road improvements adjacent to a local industrial park funded through federal appropriations and ARC/EDA/USDOT funding. Submitting firms may be reconsidered for future federally funded opportunities within a 36-month period. If the project involves GEFA and exceeds certain cost thresholds, a two-step procurement process with interviews will occur for top firms. Required submission information includes firm history and resources, federal funds engineering experience, key personnel and qualifications, current workload, proposed scope and level of service, experience with similar projects and references, fee percentages for relevant services, errors and omissions insurance, Statement of Qualifications Form, and Section 3 Certification Form if applicable. The project is subject to applicable federal and state contract provisions, including the Build America, Buy America Act and relevant civil rights laws. Proposals must be submitted electronically or by mail by the specified deadline, and the right to accept or reject proposals is reserved.
