The DeKalb County School District (DCSD) is soliciting bids from qualified and licensed roofing contractors to provide emergency roof repair and related roofing services throughout the district. These services may range from emergency leak response to larger as-needed repair scopes that exceed the capabilities of inhouse personnel. Deadline to Submit Questions (Q&A) April 21, 2026 12:00 pm I. General Scope of Services The awarded offeror(s) shall provide all labor, materials, tools, supervision, equipment, transportation, and incidentals required to perform the following services: 1. Emergency Roof Repair Services Contractor(s) shall respond to time-sensitive work orders including: o Roof leaks or penetration threatening facility operations o Temporary patching or sealing o Interior water mitigation due to roofing failure o Assessment of damage following storms or high wind events Minimum Response Time: o Standard Response: Within 48 hours of DCSD request o Emergency Response: Within 4 hours of request for service 2. As-Needed Roof Maintenance & Repairs Work beyond basic emergency response may include: o Full roof sections or partial replacement o Repair of flashing, seams, blisters, and membrane shrinkage o Replacement of deteriorated fasteners, underlayment, or insulation o Installation of new drains, scuppers, edge flashing, and coping o Repairs around rooftop HVAC, vents, or solar structures o Remediation of mold/mildew or ponding water conditions 3. General Contractor Responsibilities Contractor(s) selected under this RFP shall be responsible for the following general obligations: A. Pre-Construction Phase (as applicable) o Site analysis and mobilization plan for scheduled work o Constructability reviews (when provided specifications) o Permit procurement and coordination with AHJ (if applicable) o Monthly schedule updates for projects spanning over 30 days o Insurance, bonds, and documentation submission per DCSD standards o Adherence to OSHA-compliant Safety Plans at every job site o Submittal of value-engineering recommendations (if beneficial to DCSD) B. Construction Phase o Execution of the assigned work in accordance with DCSD directives and industry standards o Contractor shall furnish all labor, tools, equipment, and supervision o Adherence to the project scope, schedule, and any shut-down window requirements o Work may occur during, after school hours, or on weekends, as directed o Coordination with DCSD Operations and school-level staff o Clean-up and debris removal must occur daily or upon completion Construction Phase Deliverables o Daily job logs (for multi-day work) o Before/After photos (if requested) o Permit cards and inspection signoffs (when required) o Applications for payment (monthly for large tasks) o Warranty documentation and close-out package
