Sealed, signed bids are invited and will be received for compliance assistance for the Citys Phase I Municipal Separate Storm Sewer System (MS4), with a focus on the illicit discharge and elimination program and the ambient monitoring program. Bids must comply with the City's specifications. Electronic bids may be submitted in lieu of sealed bids at the designated site by the deadline. The City reserves the right to reject any and all bids and to waive any and all informalities in respect to any bid submitted. Bid awards will be made to the lowest and best bidder quoting the lowest net price in accordance with specifications. The award could be according to the lowest cost per item, the lowest total cost for all items, or by accepting all or part of any proposal. Delivery time may be considered when evaluating the bid proposal. The determination of award methodology will be stated in the proposal form if known prior to advertising; otherwise, it will be made during the bid review process.
