The work encompasses removal and replacement of existing pipelines, new pipeline installation, service tie-ins, trenching, backfill, sewer main rehabilitation using cured-in-place pipe (CIPP), sewer manhole installations, surface restoration, and coordination with UPRR. Construction will take place in active public rights-of-way and near residences, businesses, and transportation corridors, presenting logistical challenges that require strong field coordination, effective traffic control, clear public communication, and thoughtful sequencing. Bidders must be able to anticipate conflicts, minimize disruption, and maintain safe and efficient operations in a constrained urban environment. Question Response Deadline:may 15 , 2026, 5:00pm Contractor Selection Date May 20, 2026 The City of West Sacramento, CA is seeking qualified contractors to provide comprehensive infrastructure upgrades in the Washington District. This project aims to enhance the City's underground water and sewer utility systems, and expand the City's communication network to benefit the Washington District. The selected contractor will be responsible for furnishing all labor, materials, equipment, and incidentals necessary to satisfactorily complete the contract work within the time duration. The Washington District Infrastructure Upgrade Project will include, but is not limited to, the following components: Water Supply: Installation of new water mains, service lines, and fire hydrants. All work must comply with, but not limited to, the City Standards, American Water Works Association (AWWA) standards, Division of Drinking Water (DDW) requirements. Sewer Systems: Replacement and rehabilitation of existing sewer lines, sewer laterals, and manholes. All work must comply with, but not limited to, the City Standards, National Association of Sewer System Companies (NASSCO), California Code of Regulations (CCR) Title 8, and American Society of Testing Materials (ASTM). Telecommunications: Installation of underground fiber optic conduits. All work comply with, but not limited to, the City Standards and Telecommunications Industry Association (TIA). The contractor will be responsible for, but not limited to, the following services: A. Project Management: Provide a dedicated project manager to oversee all aspects of the project, including scheduling, budgeting, and coordination with City officials and stakeholders. B. Permitting: Obtain all necessary permits and approvals from local, state, and federal agencies. C. Construction: Procurement of all materials. Execute all construction activities in accordance with the approved design plans and specifications. Ensure minimal disruption to the community and maintain a clean and safe worksite. D. Quality Control: Implement a comprehensive quality control program to ensure all work meets the required standards and specifications. E. Testing and Commissioning: Conduct all necessary testing and commissioning activities to ensure the proper functioning of all installed systems and components. F. Documentation: Submit detailed as-built drawings, operation and maintenance manuals, requested data, and warranty information for all installed components. The City of West Sacramento reserves the right to modify the scope of work and bid schedule as necessary to meet budget constraints. The contractor will be notified of any changes in a timely manner and will be required to adjust their work plan accordingly. All contract related work must be completed prior to the Green Means Go Grant expiration of December 31, 2026.
