The scope of work includes the replacement of the existing dual 18" CPP culvert with dual 49" x 33" arch metal pipes, installing headwalls and endwalls, bituminous pavement restoration, erosion and sedimentation controls, and all necessary appurtenances and restoration for said construction. All bidders are required to purchase the Bid Documents in PDF format for a non-refundable deposit. Proposals must be submitted upon the forms furnished. Each bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to Winfield Township, to guarantee the bidder's entrance into the contract if awarded. No bid bond shall be waived or returned because the bidder has failed to comply with requirements set forth in the plans, specifications, statutes of the State of Pennsylvania, or applicable municipal ordinances. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid can be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Procurement is subject to requirements of the Pennsylvania "Steel Products Procurement Act" and, for contract values exceeding $25,000, the Pennsylvania Prevailing Wage Act and The Public Works Employment Verification Act. Bidders will be required to comply with Title VI of the Civil Rights Act of 1964.
