Project #13-2026 Pugh & McAllister Parking Garages Restoration consists of structural and waterproofing repairs at the Pugh and McAllister parking garages. All bids must be sealed, plainly marked with "BID ON PROJECT #13-2026", and addressed to the Borough Manager at 243 S. Allen St., State College, PA 16801. Each bid must be accompanied by a non-collusion affidavit and a certified check or bid bond in the amount of ten percent (10%) of the bid amount, payable to the State College Borough. Bids must also include a fully completed Contractor Responsibility Certification Form. State College has enacted a Responsible Contractor Ordinance requiring contractors and subcontractors performing work for the Borough to be qualified and responsible. A mandatory pre-bid conference will be held at the top tier of the Pugh St Garage, followed by brief site visits to both garages. Borough Council may accept or reject any or all bids or hold all bids for a period of sixty (60) days from the date of bid opening before making a decision.
