Site work and paving for a mixed-use development in Duluth, Minnesota. Completed plans call for site work for a sidewalk / parking lot; and road / highway.

As of May 19, 2026 project was awarded to JMF Construction Inc., awarded amount is $3,232,160.65. The 2026 Street Preservation Project provides for the rehabilitation of pavement, curbs, and storm drainage on twelve streets in the Gary New Duluth, Duluth Heights, Chester Park, and UMD neighborhoods. Proposed construction work includes milling, full-depth reclamation, bituminous overlay, concrete curb and gutter, concrete driveways, concrete sidewalks, ADA improvements, and stormwater improvements. The total scope covers 1.20 miles of mill and bituminous overlay, 1.88 miles of full-depth reclamation and paving, and 0.07 miles of reconstruction for a total of 3.152 miles. Bids must be submitted electronically through Bid Express. Bid surety in the amount of 5% of the total bid must accompany each bid. Bid bonds may be submitted electronically, emailed, mailed, or dropped off at the specified address, but must be received by Purchasing before the bid opening. No alternatives to the specification will be considered unless specifically requested. Erasures or changes must be initialed and dated. No special conditions are allowed in the bid form. Bids must be firm for at least 60 days. The City of Duluth reserves the right to split the award, waive informalities, and reject any and all bids. Price may not be the only consideration for the award. Contractors must complete the Responsible Contractor Form and relevant attachments as part of their submission. Additional requirements include: - Proof of Public Liability and Automobile Liability Insurance with limits not less than $1,500,000 Single Limit, naming the City as an additional insured. - Performance and payment bonds for the full project cost. - A Project Labor Agreement (PLA) for qualifying bids. - Community Benefits Best Efforts Plan for projects with a PLA. - Out-of-state contractors must comply with state retention requirements or provide an exemption. - Prevailing wage requirements apply. - Compliance with Equal Employment Opportunity laws and regulations is mandatory.
