Sealed bids are requested for the Terrebonne Houma Navigation Canal Vegetative Plantings Project in Terrebonne Parish, Louisiana, PROJECT NUMBER: TE-0165. All bids must be accompanied by bid security amounting to five percent (5.0%) of the total base bid and all alternates, as outlined in the Instructions to Bidders. The successful bidder will also be required to provide a Performance and Payment Bond as detailed in the Instructions to Bidders. Eligible bids will be accepted only from contractors licensed in the classification of Heavy Construction, subclassification: Landscaping, Grading and Beautification; or Specialty, subclassification: Coastal Restoration & Habitat Enhancement; or seeding, Sodding, Load & Soil Stabilization, Erosion Control, Sheet Piling. Any objections to the classification must be submitted by certified letter to both the Louisiana State Licensing Board for Contractors and the Coastal Protection and Restoration Authority at least ten (10) working days prior to bid opening. No bid may be withdrawn for forty-five (45) calendar days after receipt except under specific state provisions. The owner reserves the right to reject any and all bids for just cause, and all provisions and requirements stated in the bidding documents and relevant state statutes must be followed. The award is contingent upon financing, including but not limited to state bonds or federal funds, and no obligation exists until contract execution. Bidders are encouraged to consider participation in the Small Entrepreneurship (SE) Program (Hudson Initiative) and the Veteran-Owned and Service-Connected Disabled Veteran-Owned (LaVet) Small Entrepreneurships Program. The Project Site is located in Terrebonne Parish, southeast of Cocodrie, Louisiana and is only accessible by boat.
