Site work for a water / sewer project in Northfield, Illinois. Completed plans call for site work for a water / sewer project.
Preparing construction documents for the Happ and Harding water main as well as construction management services. The Village is seeking the preparation of construction documents and construction management services for the replacement of water mains. The proposed project area is bounded Northfield Square (on Happ Road) to the north, Winnetka Road to the south, the western dead end of Harding Road to the west and the intersection of W Frontage Road to the east. The segments include: - Happ Road, approximately 1,124' of existing 10" water main to be replaced by 12". - Harding Road, west of Happ, approximately 664' of existing 6" water main to be replaced by 8". - Harding Road east of Happ, abandon the approximately 562' of 6" water main and connect the approximately 14 homes to the existing 16" main. - New water service lines from the mains to the B-box. 1 1/2 " minimum diameter. The Village has previously engaged Gewalt Hamilton to design a replacement water main for Mt. Prospect between Happ Road and W Frontage Road. This area is approximately 700' north of the project area. If feasible, the Village desires to include the Mt. Pleasant water main replacement in the Happ/Harding bid package as an alternate. The work is likely too small to receive favorable bids as a stand-alone project. Within the Happ / Harding project area there are 10 homes with known lead water service lines. The Village intends to fund the replacement of the service lines from the new water main to and including the b-box. The resident will be responsible for contracting for the remaining portion to their home. The Village desires to include as an optional alternate in the bid request that the contractor offer pricing to replace the resident section of the water service line. The resident will have the option of engaging the Village's contractor or their own contractor. Happ Road is within the jurisdiction of Cook County. Therefore, the selected firm will be expected to prepare permit applications for Cook County as well as the Illinois Environmental Protection Agency. The Village envisions the project to be in two primary phases. Phase 1 will include the typical scope of services associated with the layout, design, preparation of construction/bidding documents and assisting with the bidding process for a water main replacement project. Phase 2 will include the typical scope of services for construction management / resident engineering services for the construction process. It is the Village' preference to award both phases of work to the same firm, but the Village shall be under no obligation to award the Phase 2 services to the firm selected for Phase 1. The decision will be made based upon the selected firm's performance of the Phase 1 services as well as pricing for Phase 2. Proposals shall include pricing for Phase 1 and Phase 2 listed separately. Further, the Village understands that the extent of Phase 2 effort and hours may be closely related to the selected contractor for the construction phase. Therefore, the Village understands that there may be a need to adjust Phase 2 pricing depending upon the selected contractor for construction services. Written Questions Due April 22, 2026
