The scope of work consists of furnishing all labor and materials required to rehabilitate the coating system at the St. Michael Elevated Tank. This includes removing the existing interior (wet) and exterior coating system with sandblasting; applying a new interior (wet) two-coat system consisting of one coat zinc primer and one coat epoxy; applying a new exterior three-coat system consisting of one coat zinc primer, one polyurethane intermediate coat, and one fluoropolymer finish coat; power washing the tank interior (dry); applying a two-coat interior (dry) overlay system consisting of epoxy; preparing all areas of interior (dry) corrosion or welding for coating with power tools, hand tools, or abrasive blast cleaning; rehabilitation or replacement of steel in areas of corrosion; replacement of two conduit roof penetration boots; installation of ventilation in the existing control room; replacement of the existing drain valve in the bottom of the bowl; replacement and installation of recirculation pump and piping in the control room; replacement of an estimated ten riser pipe insulation jacket bands; replacement of two manway gaskets and other appurtenant items as required by the project documents. All bids must be made on the Bid Form included as part of these documents. Each bid must be accompanied by a separate envelope containing a copy of a current and valid North Dakota Contractor's License (issued at least 10 calendar days before the date of Bid opening) and a Bidder's Bond equal to five percent of the full amount of the bid. The Spirit Lake Nation will give preference of five percent above the lowest responsive bid to Certified Indian Contractors, who must register with the local TERO office prior to bid opening. Contractors are responsible for a one-time TERO fee of three percent of the contract amount and a one-time EPA fee of two percent of the contract amount. A business license must be obtained prior to commencing work, with applicable fees. There will be a four percent Tribal Material Tax on all materials incorporated into the project. No business activity can be conducted on the Spirit Lake Reservation without a business license. The Owner reserves the right to hold all bids for 90 days, reject any or all bids, and to award the contract to the bid deemed most advantageous to the Owner. Question Deadline 04/30/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered.
