Instructions to bidders: - Sealed bids must be received at the Office of the Garfield County Clerk, Garfield County Courthouse, 114 West Broadway, Room 103, Enid, Oklahoma 73701. - All bids must be accompanied by a Business Relationship Affidavit, a Non-Collusion Bidding Certification, the Invitation to Bid, and a cashiers check, certified check, or surety bond in the amount of five percent (5%) of the bid. - Bids must be submitted in a sealed envelope clearly marked in the lower left corner: Sealed Bid # 26-13 - GARFIELD COUNTY RWD NO. 4 WATERLINE RELOCATION, with the time and date of opening. - All bids must include assurances of compliance with FHWA-1273 provisions, such as Build America Buy America, Federal Labor Standards, Davis-Bacon Act, Certification of Non-Segregated Facilities, Equal Opportunity Provisions, and Minority and Women Business Enterprise provisions, among others. - Contractors must submit their UEI number from SAM.gov. - All applicable taxes must be included in the bid, and all material invoices must indicate such taxes. - The Board of County Commissioners reserves the right to waive any informalities or to reject any or all bids.
