Site work and paving for a mixed-use development in Struthers, Ohio. Completed plans call for site work for a road / highway; and sidewalk / parking lot.

This project consists of upgrading the signal at the intersection of South Bridge Street (SR616)/State Street, re-striping to add bike lanes and traffic calming measures to South Bridge Street/State Street/Lowellville Road, and upgrading sidewalks and curb ramps. Each bidder must submit evidence of experience with projects of similar size and scope. Each proposal must include a Bid Guarantee and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code, which may be a bid guarantee, a letter of credit for 100% of the project, or a certified check or cash for 10% of the total bid. Bid security in Bond form must be issued by a Surety Company or Corporation licensed in the State of Ohio. Checks should be made payable to the City of Struthers. Bid guarantees/bid bonds will be returned to all unsuccessful bidders. Contractors and subcontractors must, to the extent practicable, use Ohio products, materials, services, and labor. Compliance with Ohio Administrative Code Chapter 123 and the Governor's Executive Orders is required regarding equal employment opportunity. Bidders must use the provided bidding forms. The City of Struthers reserves the right to reject any or all bids, waive informalities, and disregard non-conforming, non-responsive, unbalanced, or conditional bids. The owner may reject any bid if it is not in their best interest. No bidder may withdraw their bid within ninety (90) days after the bid opening. Steel and iron products must be made in the United States in accordance with applicable federal and state laws. Bidders must observe all construction requirements and minimum wage rates for the contract, including Federal Davis Bacon Wage Rates which are incorporated in the contract documents. Bond documents must be executed using the provided forms. Bids may be submitted by registered mail or hand-delivered before the scheduled bid opening. The SBE Goal for this project is 6%. All bidders must submit an SBE Utilization Plan before the bid opening at the designated website. The Apparent Low Bidder must submit Affirmation Forms for all SBEs/DBEs included in its Utilization Plan within five calendar days of the bid opening to the ODOT Goal Attainment Coordinator. Bidders must be prequalified by ODOT according to the applicable state regulations to submit a bid.
