The project consists of the construction of 239 linear feet of 8-inch sanitary sewer and appurtenances through open cut excavation, restoration of surface, lateral connections, and horizontal directional drilling of 64 linear feet of 6-inch lateral. Bidders are required to meet diversity goals of 10% Minority Business Enterprise (MBE) and 5% Woman Business Enterprise (WBE) utilization, or a workforce participation goal of 20% MBE and 15% WBE. Bidders must show they have met or will make good faith efforts to meet these goals. Each bid must be accompanied by a Bid Guaranty equal to at least ten percent (10%) of the bid amount. The successful bidder must execute the contract and provide acceptable contract bond and proof of insurance within fourteen days of the contract award. The City of Champaign reserves the right to reject any or all bids or portions thereof and to waive any formality or technicality in the interest of the City. Selection criteria for the lowest responsible bidder are defined in Section 12.5-38 of the Champaign Municipal Code, 1985, as amended, and in the bid documents. Contractors must comply with applicable laws including the Illinois Prevailing Wage Act, Veteran's Preference Act, Employment of Illinois Workers on Public Works Act, the City's Equal Opportunity in Purchasing Ordinance, and the Illinois Human Rights Act.
