Sealed bids will be received for the following work to be performed: 2026 Keystone Communities Grant (C000082976-A3) 144 Academy Street Parking Lot Project. Bidders must submit their bids in a sealed envelope marked with the project title to Luzerne Borough Municipal Building, 144 Academy Street, Luzerne, PA 18709, before 12:00 noon on Wednesday, April 22, 2026. Each bidder must deposit with their bid security in the amount of ten percent (10%) of the bid in the form and subject to the conditions provided in the Instructions to Bidders. The Labor Standards, Wage Determination Decision, and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents and govern all work under the contracts. The successful Contractor and all Subcontractors will be required to execute a Nondiscrimination/Sexual Harassment Clause as part of the Standard Form of Agreement between Owner and Contractor. The successful Contractor will be required to include the Commonwealth Financing Authority as an additional insured. Luzerne Borough reserves the right to accept, reject, modify, or delete any or all items of work as necessary to award a Contract within budget limitations. Bids may be held by the Owner for up to sixty (60) days after the Bid Opening.
