The scope of work includes triennial testing, full maintenance, preventive maintenance, certification, and repair services for the electrical distribution systems at the Eastern Colorado Healthcare System (ECHCS). This encompasses generator paralleling switchgear and control; automatic & manual transfer switches (ATSMTS); switchgear and switchboard assemblies; medium voltage vacuum circuit breakers; substation transformers (dry and oil filled types); low voltage circuit breakers (480 VAC); protective relay calibration; GE Multilin 750 units; metering and instrumentation; engineering appraisal and reporting; and batteries (lead-acid and Ni-Cd powered UPS systems). Upon completion of inspection, testing, maintenance, and calibration, a final report must be submitted. Bidders are required to submit quotes demonstrating technical capability or quality to meet requirements, bond coverage, insurance certification, a list of authorized personnel, a completed pricing schedule, up to three relevant past performance references, completion of VAAR 852.219-75, and a listing of all subcontractors if applicable. Bidders must be service-disabled veteran owned small businesses (SDVOSB) verified in SBA Small Business Certification.
