The Luzerne County Road and Bridge Department is soliciting bids from prospective bidders for Traffic Line Painting. Bids must be submitted electronically via the PennBid Portal at https://pennbid.bonfirehub.com by the deadline indicated on the Solicitation Cover Sheet of the BID package document. Questions concerning this project shall be submitted via the "Ask A Question" feature in PennBid by the deadline also listed on the Solicitation Cover Sheet of the BID package document. Any fees associated with the use of PennBid are the sole responsibility of the bidder. Specifications and Supporting Documents can be obtained at no cost on PennBid. Questions Due Date: Apr 21st 2026, 10:30 AM EDT : Online Portal. Description This work is for providing the required materials, including but not limited to Waterborne and Solvent Based Type II, Rapid Dry Traffic Paint and Glass Beads, in accordance with the latest PADOT Specifications and Version of Penn DOT Publication 408, for the application of traffic lines on the specified County Roads and Bridges. Material The contractor will supply the required paint and glass beads and will be responsible for ensuring the acceptability of materials. The contractor will be responsible for coordinating delivery and storage of the materials to a suitable storage area also provided by the contractor. The County of Luzerne will not be responsible for any excess materials after completion of the specified work. All work including the application, storage and handling of the paint and glass beads shall be in accordance with latest edition PADOT Publication 408 Section 962. The County reserves the right to increase or decrease the quantities at any time during the contract period. Construction All work including equipment, application rates, protection of painted surfaces, etc. shall be provided in accordance with the latest edition Penn DOT Publication 408 Specification. Contractor shall be responsible for the cleaning of the pavement surface prior to application of paint if required. The contractor shall not paint any roadway unless the surface is in a clean and dry condition. The County of Luzerne will not be responsible for damaged or defective work caused by undesirable weather conditions. The Luzerne County Road and Bridge Department reserves the right to test any or all line painting. The County will not be responsible for any traffic control patterns or labor necessary to install such patterns. The Contractor is responsible for traffic control in accordance with the latest edition Penn DOT Publication 408 and Penn DOT Pub. 213. Luzerne County will also not be responsible for any claims associated with over-spraying of paint onto private property. The Contractor shall provide a one-person name and phone number for insurance claims. Road Locations Roads, locations, and approximate mileage will be provided by Luzerne County Road and Bridge by request. The County reserves the right to append the list of work locations provided they are located within the limits of Luzerne County.
