The Waldron Conservancy District is seeking proposals for professional administrative services regarding the Competitive Negotiation Method of procurement for administrative services, including grant administration and environmental review. The project involves rehabilitation of 40,000 and 100,000-gallon tanks, rehabilitation of the water treatment plant and wells, water meter replacement, and hydrant replacement. The selected organization will be responsible for assisting the District in meeting all administrative requirements for projects using CDBG funds, which includes environmental review, financial preparation, monitoring and reporting, assistance with construction bid preparation, civil rights compliance, labor standards, record keeping, and related administrative tracking through project close-out. Prospective bidders must submit three Statements of Qualifications/Proposals detailing expertise, experience, available resources, relevant projects, references, staff list, project oversight, description of services, proposed fee, and timeline. Proposals should include contact information for individuals authorized to negotiate and bind the contract. Bids will be evaluated based on specialized experience, past performance, organizational capacity, familiarity with the project, location, and proposed price. The contract will be a fixed fee, not to exceed type, and will require compliance with applicable federal laws and regulations.
