Site work and paving for a civil project in Westfield, Indiana. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
The project generally includes roadway widening and reconstruction of approximately 3,000 feet of Mule Barn Road, including improvements to the intersection at SR 32. This will add a southbound left-turn lane, eastbound left-turn lane, and westbound right-turn lane at the intersection. Both concrete and asphalt mainline paving, along with shoulders and drainage improvements, are included in the construction limits. Bids must be properly and completely executed on the Proposal Form obtainable at the office of the Owner. Each bid must be accompanied by Form 96 Contractor's Bid for Public Works (including Non-Collusion Affidavit), completely filled out, signed, and notarized as required by Indiana statutes, and an acceptable bid security. The bid security must be a certified check made payable to the Owner or a satisfactory bond by an incorporated surety company qualified to do business in Indiana, in an amount equal to 5% of the bid. Any bid not accompanied by these items shall be deemed non-responsive. No price escalation clauses are permitted in proposals. Contractors awarded the work must furnish a Performance Bond and a Payment Bond, each equal to 100% of the contract price, acceptable to the City of Westfield. Bidders may not withdraw their proposal for 60 days following the bid date. The Owner may retain the three lowest bids for up to 90 days and reserves the right to waive informalities, award the contract to the lowest and most responsible bidder(s), or reject all proposals. All questions about the meaning or intent of the Contract Documents are to be directed to the Owner. Interpretations or clarifications considered necessary by Owner in response to such questions will be issued by Addenda mailed or delivered at least five (5) days prior to the receipt of Bids to all parties recorded by Owner as having received the Bidding Documents. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered.
