Provision of a comprehensive, VAMC-wide chemical supply and water treatment support program serving Perry Point, Baltimore, and Loch Raven VA Medical Centers. Services include furnishing all chemicals, labor, equipment, laboratory support, technical expertise, and emergency response necessary for the treatment and protection of boiler water, condenser water, cooling towers, closed-loop heating and chilled water systems, potable water systems, and associated HVAC equipment. The contractor shall provide routine and emergency water treatment services, Legionella prevention and testing, corrosion and scale control, microbiological monitoring, laboratory analyses, reporting, operator training, regulatory compliance support, and technical consulting in accordance with VA directives, ASHRAE, CTI, OSHA, EPA, CDC, and applicable federal, state, and local requirements. Work includes bulk and neat chemical delivery, operation and adjustment of controllers and feed systems, field testing, quarterly and monthly reporting, development of HACCP plans, maintenance of corrosion limits, and response to emergency service calls within required timeframes. The contractor shall meet stringent qualification, certification, laboratory, staffing, insurance, and performance requirements to ensure safe, reliable, and compliant operation of all covered systems across the three campuses.
