Renovation of a military facility in Handley, West Virginia. Completed plans call for the renovation of a military facility.
Furnish all labor, materials, equipment, supervision, and incidentals necessary to completely remove and replace the existing roof systems on five pier house structures and the Operations Building at the London Locks and Dam facility. Work includes installation of new plywood sheathing, 30-pound felt underlayment, and a new asphalt shingle roofing system to restore watertight integrity, ensure long-term structural reliability, extend service life, and reduce future maintenance requirements. The Operations Building and Pier House 1 constitute the base requirement, with replacement of the remaining four pier house roofs included as an option. The contractor shall begin performance within 7 calendar days and complete it within 15 calendar days. 1.3. Site Conditions & Constraints Structures: Base - Operations Building and Pier House 1, Option 1 - Pier Houses 2 thru 5. W9123726QA041 Page 6 of 71 Approximate Roof Area: 456 sq. ft. per pier house (12' x 38'). The Operations Building is approximately 900 sq. ft. (50' x 18') This Scope of Work (SOW) defines the requirements for a contractor to furnish all labor, materials, equipment, supervision, and incidentals necessary to completely remove and replace the roof systems on five (5) pier house structures and the Operations Building at the London Locks & Dam facility. The existing shingle style roofs are severely deteriorated. This project requires the installation of new plywood sheathing, 30 lb felt underlayment, and new asphalt shingle system to restore watertight integrity, ensure long-term structural reliability, extend the service life of the facilities, and reduce future maintenance needs. The Operations Building and Pier House 1 roofs serve as the base requirement for this contract, with the remaining 4 pier houses being the Option 1 requirement. The Operations Building is approximately 900 square feet, and each Pier House (including Pier House 1) is approximately 456 square feet. Structural Framing: Work is limited to the area above the sawdust concrete trim in each structure (reference included drawings). The structural framing shall not be altered. Access: Access is restricted to the 20-foot wide grated service bridge that spans the dam, approximately 25 feet above the Normal Pool Elevation. No vehicular or crane access is available. All materials, tools, and debris must be hand-carried across both sets of miter gates (3' width between handrails) and up a 25' stairway to the service bridge. The contractor is permitted to use the project parking lot for material storage at the discretion of the Lockmaster. The contractor's work limits are confined to the service bridge and roof areas, with the access path and steps to the work area as limited work limits. At no time shall any work performed by the contractor prohibit the operation of the project or impede commercial navigation. Air Whistle Signal: The existing air whistle is to be relocated from its current center of roof location to the original location adjacent to the gutter line of the Operations Building. The whistle shall be reconnected to the original air line connection at the eave. Hazardous Materials: Lead-based paint is present on the supporting steel members, but shall not be disturbed. The Contractor shall comply with all applicable regulations for management and control of Hazardous Materials. Navigational Coordination: All work must be performed with zero disruption to Kanawha River Navigation traffic. The Contractor shall perform the following work for all five (5) pier houses and the Operations Building. The contractor's quote shall be based on the completion of all work described herein and separated into pricing for "Base" and "Option 1" All questions must be submitted no later than Friday, 24 April 2026.
