Site work and paving for a road / highway in Largo, Florida. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

This project optimizes the City's lifecycle investment in its $217 million, 158-mile network of asphalt roads by applying the most cost-effective and life-prolonging treatments based on pavement age and condition. A pavement deterioration curve is flat for the first 7-10 years from new pavement. The most cost-effective ($8/SY) treatment is applied during this interval. Treatments that extend road life can also be cost-effectively ($38/SY for mill & resurface, compared to reconstruction at $195/SY) applied to pavement in the 10-20 year interval, subject to pavement condition. The US Army Corps of Engineers' PAVER program, which applies these principles, was used to create a 10 year Work Plan that optimizes the City's investment in its pavement network by prioritizing investment in the maintenance of each segment of pavement when maintenance is most cost-effective, provides the greatest return on investment, and maximizes the pavement segment's useful life. Fiscal Year (FY) 2030 is year four of the Work Plan and would include 5.92 miles of roadway improvements (4.54 miles of local and 1.38 miles of arterial/collector) in northeast Largo, from Roberta Drive to Belleair Road and from Lake Ave to Belcher Road. The Work Plan does not include CIP project 155 - Neighborhood Roadways - East Rosery Road (construction in FY25). Implementation of all treatments for all roads in PAVER Work Plan Year 4, at $13.8 million, is cost-prohibitive, therefore the proposed project reduces the PAVER-recommended 5.9 miles to 4.35 miles of roads most in need of resurfacing, restoration, and rehabilitation. A significant additional Pavement Work Plan Year 4 cost mitigation was to replace reconstruction of the entire 21.5" depth ($195/square yard) on roads requiring more than mill and resurface with the more cost-effective ($77/square yard) full depth restoration (FDR) of the top 9.5" of the roadway. Engineering Services Department staff have had recent success in use of FDR on roads where PAVER policy recommended reconstruction. FDR also enhances the City's resiliency by pulverizing the top 9.5" of the roadway with an asphalt binder, creating a top 9.5" of roadway that is more resistant to deterioration from climate change-related groundwater level rise and flooding. A summary chart of the evaluation of treatment alternatives and mileage optimization is included in the "Documents" subfolder. Additional treatments include sidewalk Americans with Disabilities Act (ADA) improvements at intersections. The project is included in the City's 2026-2030 Capital Improvement Program (CIP). As of April 18,2026, further details have not yet been identified. *Project information has been obtained through a public capital improvement plan (CIP).
