Should any bidder to whom Notice of Intent of Award has been issued fail to, be unable to, or refuse to properly execute a contract within ten (10) days of such notice, the proposal security shall be forfeited and become the property of the City of Warren. Successful bidder shall, as part of the requirement for contract execution, be required to furnish Performance Bond and Payment Bond each in an amount equal to one-hundred percent (100%) of the contract award value. In addition, successful bidder shall furnish certified certificate(s) of insurance to demonstrate compliance with all insurance coverage requirements as set forth in the contract documents. Bid proposal shall be submitted on forms provided by the City in the contract documents and the proposal section SHALL NOT BE DETACHED.Bids may be hand delivered to the Warren Municipal Building by 10:00 a.m. on the day of bidding or may be mailed to the City of Warren, 318 W. Third Avenue, Warren, PA 16365, Attention: Kassie Damcott, Administrative Assistant, in sealed envelopes clearly marked "2026 Bituminous Pavement Milling and Resurfacing Project" The City of Warren reserves the right to reject any or all bids, to accept or reject any item or combination of items contained in any bid, to waive any irregularities in conjunction with any bid, and to accept that bid, or part thereof, which is deemed most advantageous to the City at the time and under the conditions stipulated
