The City of Summerside (the "City") invites qualified contractors to submit proposals for the seasonal recovery and removal of seaweed accumulation at Green Shore, a municipal beach used by residents and visitors throughout the summer season. Green Shore experiences significant seaweed accumulation -- estimated at approximately 4,000 cubic yards annually -- between April and November. Volumes fluctuate depending on tidal cycles, storm events, and broader environmental conditions. If left unmanaged, this accumulation restricts public access, degrades recreational enjoyment, and creates odour issues during periods of decomposition. The anticipated operating period is approximately April 27 to November 6, 2026, inclusive. Operations may be required seven (7) days per week, including statutory holidays, based on tidal conditions and accumulation events. Work may occur during daytime, evening, or nighttime hours. The Contractor must provide and maintain, at a minimum, the following equipment for the full duration of the contract: o One (1) operational backhoe or loader, suitable for shoreline seaweed loading activities. o Two (2) trucks suitable for hauling seaweed from Green Shore to an approved disposal or designated staging site. All equipment must be operational, appropriately registered, insured, and inspected (see Section 4). The City anticipates a minimum daily requirement of approximately two (2) hours per equipment unit; actual usage will vary based on site conditions.
