Site work for a water / sewer project in Norwalk, Iowa. Completed plans call for site work for a water / sewer project.
The project involves the 2026 Founders Water Main Replacement in Norwalk, Iowa. The work includes but is not limited to constructing approximately 2,600 linear feet of 8-inch water main by open cut, hydrants, valves, fittings, connections to the existing system, service reconnections, traffic control, pavement removal and replacement, surface restoration, erosion control, and miscellaneous associated work, including cleanup. Instructions to bidders: All bids must be made on forms furnished by the City and obtained from Veenstra & Kimm, Inc. Bids must be enclosed in a separate sealed envelope and plainly identified. Each bid must be accompanied by bid security as defined in Iowa Code Section 26.8, in the form of a cashier's check, certified check, certified share draft, or bid bond, as specified. The bidder's security shall be in the amount fixed in the Instruction to Bidders. The successful bidder must furnish a corporate surety bond for 100% of the contract amount. Bids must contain no conditions except as provided in the specifications. No bidder may withdraw a proposal within thirty days after the bid opening date. The City reserves the right to reject any or all bids, to waive informalities, and to enter into such contracts as it deems in its best interest. failure to do so will result in liquidated damages of $500.00 per day until the project is complete. Preference will be given to products, provisions, and labor grown or produced in Iowa, per state statutes. Resident bidders will be given preference against nonresident bidders as required by Iowa law. A fully completed Bidder Status Form must accompany the bid to avoid being deemed nonresponsive and rejected. Tax exemption certificates must be obtained from the City for this project, and lien waivers must be provided before final payment. Consideration of the award of contract would subsequently occur by the Norwalk City Council at the same meeting, at 6:00 P.M. on the 21st day of May, 2026 at City Hall, presided over by the Mayor.
