The scope of work includes the construction of a riverfront park along Grand Avenue in Neville Township, Allegheny County, Pennsylvania. The scope of work includes, but is not limited to, earthwork and grading, construction of a concrete boat launch and retaining wall, implementation of stormwater controls, construction of gravel access roads and walkways, and all necessary appurtenances and restoration for said construction. All bidders are required to purchase the Bid Documents in PDF format for a nonrefundable deposit. Proposals must be submitted using forms furnished by the Township. Each bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township of Neville, to guarantee the bidder's entrance into the contract if awarded. No bid bond will be waived or returned for failure to comply with requirements set forth in the plans, specifications, statutes, or ordinances. Compliance with Pennsylvania prevailing wage rates is required. Bidders must comply with all applicable laws and regulations, including the Pennsylvania Prevailing Wage Act of 1961, Title VI and relevant provisions of the Civil Rights Act of 1964, the Department of Labor Equal Opportunity Clause, Executive Orders related to minority and female business utilization, Section 504 of the Rehabilitation Act of 1973, Americans with Disabilities Act of 1990, Allegheny County MBE/WBE Program, Veteran Owned Small Business goals, and the Pennsylvania Steel Products Procurement Act. Bidders must also comply with all grant-related requirements for the project. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety calendar days after the scheduled time for receipt of bids. Procurement is subject to all statutory requirements applicable to public contracts and grants.
