The Scope of Work Includes the Construction of a Riverfront Park Along Grand Avenue in Neville Township, Allegheny County, Pennsylvania. The Scope of Work Includes, but is Not Limited to, Earthwork and Grading, Implementation of Stormwater Controls, Construction of Gravel Access Roads and Walkways, Two Alternates for Paving and Construction of Concrete Boat Launch and Sheet Pile or Alternative Retaining Wall, and All Necessary Appurtenances and Restoration for Said Construction. Proposals Must Be Upon the Forms Furnished by the Township of Neville. The Bid Must Be Accompanied by a Certified Check or Bid Bond in the Amount of Ten Percent (10%) of the Bid, Made Payable to the Township of Neville to Guarantee the Bidders Entrance Into the Contract if Given the Award. No Bid Bond Shall Be Waived or Returned Because the Bidder Has Failed to or Cannot Comply With Any Requirements as Set Forth in the Plans, Specifications, or Any Applicable Statutes of the State of Pennsylvania or Any Applicable Municipal Ordinances. Attention is Directed to the Fact That the Project Was Financed (in Part) by Grants From the Redevelopment Authority of Allegheny County, the Pennsylvania Fish and Boat Commission, and the Commonwealth of Pennsylvania Commonwealth Financing Authority. Bidders Must Agree to Comply With All Requirements Associated With These Grants. The Township of Neville Reserves the Right to Reject Any or All Proposals and to Waive Any Informalities in the Bidding. No Bid May Be Withdrawn for Ninety (90) Calendar Days After the Scheduled Time for Receipt of Bids. The Township of Neville Shall (a) Award the Construction Contract to the Lowest Responsible Bidder Therefore, or (B) Reject All Bids Received Within Ninety (90) Days of the Date of Bid Opening; Provided, However, That the Township of Neville May, in Its Sole Discretion, Delay Such Award or Rejection for Up to One Hundred Twenty (120) Days From the Bid Opening Date Until the Township of Neville Has Received All Required Approvals From Other Governmental Agencies.
