The project consists of the installation of approximately 5,000 linear feet of 6-inch potable water lines and appurtenances in areas generally located on the right-of-way of several streets within Madison County. Construction activities include three roads with connections to the existing system. The project includes erosion and sedimentation control as well as traffic control requirements. The project is designed to install water on streets not currently serviced and to replace an existing private well with public water connections. New service connections at parcels will require work up to the homes. All contracts are subject to Federal and State contract provisions as prescribed by the Georgia Department of Community Affairs and the U.S. Department of Housing and Urban Development. This project is subject to the Build America, Buy America Act (BABAA) requirements. All iron, steel, manufactured products, and construction materials used must be produced in the United States, unless an approved waiver is granted. Additional relevant laws apply, including various civil rights laws and federal labor requirements such as Equal Employment Opportunity, Copeland Anti-Kickback Act, Davis-Bacon Act, Contract Work Hours and Safety Standards Act, Clean Air Act, Debarment and Suspension, Byrd Anti-Lobbying Amendment, Drug-Free Workplace requirements, and the Solid Waste Disposal Act. Instructions to bidders include the following: A mandatory pre-bid conference will be held. Bid documents may be obtained for digital download by contacting the project engineer. The estimated project value is between $900,000 and $1,000,000. An original Bid Bond for 5 percent of the total bid must be submitted with the bid. Performance and Payment Bonds in the amount of 100 percent of the contract price will be required if contract is awarded. The Georgia General Contractor or Utility Contractor License Number must be affixed to the outside of the bid envelope. The Madison County Board of Commissioners reserves the right to reject any or all bids, to waive any technicalities or irregularities, and to award the bid based on the highest and best interest of the Owners.
