The project work area is Down's Lane in Rapides Parish, Louisiana being located approximately 1.24 miles west of the intersection of LA 28 West and LA 1243 with the end of the project at the intersection of the LA 28 West and Down's Lane and proceeding approximately 2.2 miles feet south on Down's Lane. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered. Patching of base failures with asphaltic concrete patching (12 inches thick) for approximately 1.1 miles and asphaltic concrete overlay (2 inches thick) of approximately 0.5 miles of Downs Lane, Rapides Parish, Louisiana. Bidders must submit separate sealed bids. Any bid received after the specified time and date will not be considered. The instructions to bidders, bid form, agreement, forms of bid bond, performance and payment bonds, drawings, and specifications are available for examination at the office of Pan American Engineers, LLC. Copies of bidding documents may be obtained from Pan American Engineers, LLC upon a deposit. The deposit for the first set is fully refundable to bonafide prime bidders if returned in good condition within ten days after receipt of bids. Other deposits will be refunded less the cost of reproduction if documents are returned in good condition within ten days after receipt of bids. Bidders have the option to submit bids and bid bonds electronically. Each bidder must deposit with the bid security in the amount of at least five percent of the total bid price. Bid bonds must be written by an approved surety or insurance company. The successful bidder must furnish a performance bond and payment bond equal to 100% of the contract amount, written by a qualified surety or insurance company, or for federally funded projects, one that is acceptable per the U.S. Department of Treasury Circular 570. The owner reserves the right to reject any or all bids for just cause. All provisions and requirements in the bidding documents are not considered informalities and may not be waived.
