Stockton University is seeking proposals from qualified bidders to provide drinking water sampling and analysis services for all campus locations. The objective is to contract with one bidder whose proposal is most advantageous to the University, considering price and other factors. The contractor must ensure that all analyses are performed by a laboratory certified by the State of New Jersey. The contractor is responsible for notifying the University if any sample analyses cannot be extracted or completed within the required timeframes and must submit all sample analysis results electronically via E2 reporting to the NJ DEP Division of Water Resources website, with necessary prior approvals from the University. Bid submissions must include an all-inclusive lump sum fee for each sample/analysis performed, based on the type of test, with costs fixed for the duration of the contract. Pricing must include all labor, setup, logistics, equipment, tools, software, delivery, supervision, coordination efforts, insurance, estimates, profit, and all other associated or incidental items necessary for the successful completion of the scope of work. Any travel time for which a contractor is obligated to pay employees shall be considered overhead and included within the pricing. No additional fees will be paid for travel time. All services must conform to Federal, State, and/or local regulatory regulations. The contractor and all subcontractors must be registered in the state of New Jersey. The contractor must provide proper personal protective equipment (PPE) and is responsible for protecting tools, equipment, materials, and supplies. The contractor must guarantee the quality, technical accuracy, and timely completion of all deliverables and services furnished under the contract. Submission instructions require proposals to be concise, clear, and organized by sections corresponding to evaluation and selection criteria, including pricing, firm and key personnel experience, qualifications and references, ability to meet the University's needs, and required procurement documents. The proposal must be submitted electronically via the University's Vendor Portal. The University reserves the right to interview or hold presentations with respondents, request clarifications, and negotiate contract terms and conditions. Failure to include information for a scoring category may result in zero points for that category. The award will be made to the responsible bidder whose proposal is determined to be most advantageous to the University.
